Narrabri Shire Council is concerned about responsible pet ownership in the Shire after a recent spike in dogs attacks, a spokesperson said.
“There have been several reports of dogs attacking people, attacking other dogs, poultry and livestock – some attacks even occurring on the property of the person or animal that has been attacked.
“It is extremely frustrating that owners are not effectively controlling their animals and ensuring they are confined to their yards or enclosures.
“It is a timely reminder of the importance of responsible pet ownership.
“Under the Companion Animals Act 1998 pet owners must adhere to the following –
“Secure your property – identify any potential holes or objects that your animal may use to escape from the property where it resides. Install or use other containment measures if the property perimeter cannot be secured.
“Council’s Compliance team can assist in this process with onsite visits and recommendations.
“Address your animal’s behaviour – proactively address any behavioral issues identified in your animal with professional advice from vets or training.
“Know your obligations – familiarise yourself with legislation ensure you know what is required of you as a pet owner.
“As a pet owner you are liable for any damage caused by your animals behaviour or actions.
“If evidence establishes that your animal is responsible for an incident deemed as an attack, actions can be taken against you as the owner.
“Repercussions of liable behaviour can range from a warning to a combination of the following actions – • penalty infringement notice, notice of intention to declare the animal a ‘dangerous dog’, or prosecution through the courts.
“The compliance team investigates all claims made to council directly.
“However, without official reporting made to council in a timely manner, accompanied with sufficient evidence, it is difficult to provide assistance. Council’s regular compliance service and additional afterhours’ emergency service ensures our staff are available to assist the community as much as possible – this level of service is not offered by many other local councils.
“Our staff cover a large area within our Shire and cannot be available in person every time, with the support of the customer service team, we do address every call.
“If you experience or witness a dog attack against a person or animal please report to Council’s Compliance Officer on 02 6799 6866 or Council’s emergency after hours number on 0429 911 111, so we can investigate as soon as possible and take relevant action,” the council spokesperson said.
