Liverpool Plains Shire Council has welcomed Paul Gallagher as its new director of infrastructure and utilities.

Council general manager Cian Middleton said Mr Gallagher brings more than four decades of experience in the sector, including his most recent role as general manager at Coonamble Shire Council.

Mr Middleton said Mr Gallagher had already demonstrated strong leadership while serving in the position in an acting capacity since November 2025.

“With more than 40 years’ local government experience, Paul is a widely respected executive engineer with a demonstrated track record of success in organisational leadership, project delivery and business improvement,” he said.

“Having been with council since November 2025 in an acting capacity, Paul’s steady leadership and hands-on approach have already had a positive impact across our infrastructure and utilities directorate and we are delighted that he will be staying with us on a permanent, ongoing basis.”

In his new role, Mr Gallagher will oversee delivery of council’s capital works program, including construction of the new Willow Tree Waste Management Facility.

He will also lead business improvement initiatives across a broad portfolio covering asset management, roads and bridges, parks and gardens, water, waste services and fleet management.

Mr Middleton said Mr Gallagher is well known across the state’s local government sector through his involvement with the Institute of Public Works Engineering Australasia NSW board, where he has contributed to statewide asset management and sustainability initiatives.

“We’re very fortunate to have a professional of his calibre joining our executive team,” he said.

Before leading Coonamble Shire Council from 2023 to 2025, Mr Gallagher held senior executive roles at Uralla Shire Council, Nambucca Shire Council, Narromine Shire Council and Narrandera Shire Council.

His qualifications include a Master of Engineering Management, a Graduate Diploma in Local Government Engineering and a Professional Certificate in Asset Management.
